[Glass] Seaside 3.1.3

Hi,

We have released Seaside 3.1.3 [1].

The Gemstone port of Seaside 3.1.x can be used in Gemstone 3.1.x and 3.2.x and should be installed from the github repository [2].
Mind the install instructions [3]. There is a required upgrade step to GLASS1 required!

Also, each release of Seaside is tagged and thus listed in [4].

A big thanks to everyone involved for making this release happen!
