[Glass] GsUpgrader-Core-dkh.42 release

The new version includes a bugfix for `Issue #13: gsUpgrader does not 
honor locked GLASS1 project on install`[1] and some support code for the 
(hopefully) soon to be released gsDevKitHome 1.0.0...

The GLASS1 project lock is only ignored during bootstrapping ... once 
you've built a tODE stone, subsequent locks are honored ...
