[Glass] Retiring SS3 and GemSource - Read-only after 2024-11-01

Hey all,

SS3[1] and GemSource[2] now provide read-only archives of public mcz files.
I do not expect clients to have issues obtaining mcz files. URLs for mcz
files and project indexes remain the same.

If you have any concerns, please let me know.
